Topic | FRONTIER MODERNIZATION IN THE HISTORY OF RUSSIA |
| Summary | In contemporary scholarship, the issues of forming a corps of officials in the peripheral regions of the Russian Empire, as well as legislation aimed at maintaining the proper quality of civil service personnel, remain poorly studied. Meanwhile, the business and moral qualities of officials were of exceptional importance for the integration, development and modernization of territories. The role and importance of personnel policy as one of the key directions of the state regional policy require proper analysis and evaluation. The study aims to assess the formation, renewal and maintenance of the quantitative and qualitative composition of civil service personnel in the Volga and Ural regions, as well as to determine the goals and trends in the development of legislation in the field of state personnel policy in the context of the implementation of the current tasks of imperial regional policy in the late 18th — mid-19th centuries. From this perspective, the topic of development and modernization of the territories of the Middle and Lower Volga region and the Urals is being studied for the first time. The research draws upon the frontier and modernization approaches, which made it possible to most accurately understand and evaluate the essence of the strategies of the supreme power in relation to the peripheral regions of the empire. The article concludes that the Russian supreme power, in general, managed to cope with the general shortage of personnel for the civil service in the Ural-Volga macroregion, as well as the need to improve their educational and business level in the context of a stable class organization of imperial subjects. | ||
