Topic FRONTIER MODERNIZATION IN THE HISTORY OF RUSSIA
Summary Ensuring territorial accessibility of justice for the population was one of the most important tasks of the judiciary in the late Russian Empire, yet it could not always be adequately solved. The proximity of judicial bodies to the people could be hindered by a shortage of funds allocated for judicial organization and legal proceedings, which prevented the formation of sufficient judicial personnel and a sufficient network of institutions, as well as by regional specifics determined by the level of development of particular provinces and their geographical conditions. This article examines the circumstances surrounding the establishment of the Barnaul District Court in the southern Altai sector of Tomsk Governorate, a region that initially, during the reform of Siberian justice in the late nineteenth century, received only a limited judicial organization. Criminal and civil cases arising in the region were handled by the Tomsk District Court, both in its own capacity and as a congress of justices of the peace, for which judges traveled from distant Tomsk to Altai and held itinerant sessions there. This arrangement was burdensome for the court itself, as it required judicial panels to cover considerable distances, and at the same time did not fully succeed in bringing justice closer to the population. The accelerating processes of modernization of the frontier region — expressed above all in the intensification of migration and resettlement movements — inevitably led to the idea of forming a major center of judicial power in Altai, with the district court located in Barnaul, which was finally created in 1910.
