Topic FRONTIER MODERNIZATION IN THE HISTORY OF RUSSIA
Summary The article proposes the concept of network modernization as an analytical framework for studying the industrial development of regions. Both Russian and international scholarship has demonstrated the multiplicity of modernizations and the diversity of actors involved in industrial transformations. However, the focus on the “agents” of modernization has left the question of the structure of their interactions at the periphery of scholarly attention. The author proceeds from the premise that the outcomes of industrial development depend not only on the composition of actors and the resource base, but also on the configuration of networks of ties among political, economic, administrative, and expert institutions at the central and regional levels. Network modernization is defined as a process of institutional and socio-economic change whose trajectory and outcomes are substantially shaped by the configuration of dynamic networks of interaction among actors. The central element of the concept is the configuration of networks, described through the ratio of vertical to horizontal ties, the degree of openness to external impulses, and the nature of the combination of formal and informal institutions. To analyze the influence of these parameters on the course of industrialization, the category of modernization potential is introduced. A typology of four ideal configurations of modernization networks is proposed: mobilizational, conservative, innovative, and patronage-technocratic. It is shown that this framework allows for the interpretation of differences in industrialization trajectories under formally similar institutional conditions. The heuristic possibilities of the concept for comparative studies of regional models of industrial development are discussed.
