Summary	The article deals with the problem of reconstruction of the state of the military goods production in the Ural’s public factories on the eve of World War I. The author draws a conclusion that projects initiated in 1913 did not have a significant impact on the performance of the state-owned mining factories and Izhevsk arms factory and steel works. The reconstruction of Izhevsk factories was not meant to increase production capability, but rather bring its performance indicators in terms of small arms production back to the level of mid-1890s. The project of reconstruction of the military production facilities at the public mining factories was developed within the framework of the «10-year Program to Strengthen the Army and the Navy», adopted in 1910. However its implementation was delayed for three years due to lack of coordination between different ministries, and by the time of its final approval the project was already outdated. Nonetheless in 1911–1913 the mining factories doubled their output of military goods, which was driven by the general growth of the number of orders and modernization of the plants’ equipment.
