Summary Dramatic increase in the number of summer nursery schools in the Urals’ provinces during World War I indicated that militarization of economic and social life did not result in slowing down welfare development rates, but on the contrary gave it a new impulse. It was during the war years that child neglect acquired a status of a socially sensitive issue the solution to which was seen in the development of various forms of collective socialization of children. The article deals with the issue of social mobilization in pre-school education system: increased volume of financing from various levels of province administrations, as well as cash donations from various foundations, primarily those specializing on providing help to the war victims or protection of the life and health of the young generation. Development of social initiative became an integral part of the mobilization mechanism. The outburst of the patriotic feelings of the population developed into a wide-scale child support volunteer movement. Public education became popular since it met the requirements of war-time conditions. Experience gained in those years proved useful also in the post war period.
