Summary | The article deals with the economic, strategic, and mobilization functions of the state in the process of modernization. Using the example of two major projects (building of the Ural's metallurgical industry and the Trans-Siberian railway) the author studied the role of the state as the actor in regional modernization model in the Russian empire. It was demonstrated that the state initiated these projects pursuing primarily its own geo-political interests, supported them with resources and appropriate legal acts, mobilized contractors for the state order, and after the completion of the project often privatized the assets to ensure their more efficient operation. The two projects played a very important role in the history of the Russian Empire and during further post-imperial periods, facilitating the transition from a traditional to industrial society, national security, and the focal social and economic development in the Asian part of Russia. Moreover, to a certain extent they played a pioneer role in the country's modernization as a result of which they found their place in historical records of industrial civilization in general. | ||
