Summary | The article presents a comparative analysis of investigation practices of officials' criminal offenses in various regions of the late imperial period in Russia — in the Ural, in Baku province, in Turkestan region, and in Poland. The research was based both on primary sources (the initial case investigation materials) and the Senate review documents. On the basis of statistical study of the Provinces administrations' decisions the evolution of corruption processes in the Ural region's police has been traced. The author made a conclusion that the principle of “administrative guarantee” on which the system of official crime investigation in the Russian Empire was based resulted in a significant growth of corruption within the local administrations of all the studied regions and the formation of a systemic corruption mechanism of corporate self-organization. | ||
