Summary | As a result of Russia’s entering into the Seven-Year-War in 1757 it became necessary to push up production of silver at the Kolyvano-Voskresensk and Nerchinsk factories. In order to achieve this the top managers of the factories were given unlimited, sometimes even practically uncontrollable power. They received a right to build new factories at their own discretion. This laid foundations for an unprecedented growth of the industry, as a result of which Russia became the European leader in silver production. Decline of the industry which followed 20 years later highlighted problems with anti-crisis stability problems in the silver smelting industry. Drop of production because of the richest deposits exhaustion was accompanied by a large-scale power abuse on the part of top management. The article demonstrated how this complicated set of administrative and production problems was addressed. The author studied the effect of the I and II Russia-Turkey wars on the dynamics of silver smelting industry and the transfer of Nerchinsk factories under the direct management by the government in 1787. It was necessary to bring regional management in accordance with the new production and political goals. Main efforts were aimed not at setting new records, but rather at stabilization of silver production. An important role in restricting the powers of top management and standardization of production processes was played by the newly established collegiate bodies — Mining Administrations. | ||
