| Summary | This article is an effort to specify the chronological framework of the formal “diffusion” of the term “non-Russians”, established by John Slocum, who believes that the alienation process began in 1835, when the Jews were classified as the “non-Russians”, and continued during the second half of the 19th century in connection with the professional activities of a Russian enlightener Nikolay Ilminsky, who worked as a teacher in the Volga-Ural region since the 1860s. We agree only with the first part of Slocum’s statement, since we believe that the term “non-Russians” was further diffused as early as in the 1840s. In order to prove our point, we have used the case of the Olonets Province Karelians, identifying when and by whom they were attributed to the non-Russian population. As a result of our research efforts, we have come to the following conclusions: 1) there were no technical (i. e., formal legal criteria) to classify the Karelians as the non-Russians; 2) they were classified as such in the early 1840s by Peter von Köppen, who worked in the Ministry of State Property and the St. Petersburg Academy and at that time was collecting materials for creating the first ethnographic map of the Russian Empire; 3) for classifying the Karelians as the non-Russians Köppen used all the official channels available to him – the Ministry of the Interior, the Ministry of National Education, the Ministry of State Property, the Academy of Sciences and the Russian Geographical Society; 4) it was Köppen, not Ilminsky, who introduced the term “non-Russians” into the official correspondence of ministries and governing agencies of the “Great Russian provinces”, using language as the main criterion. | ||
