Summary The Stolypin land reform is the beginning of Russia’s agrotechnological revolution, but its significance goes far beyond agriculture itself. On the one hand, it has become a crucial milestone in the elimination of the estate-tax system, dramatically strengthening the integration of the peasantry into the civil legal space, and on the other, it has been a catalyst for unprecedented phenomena and processes in the history of the Russian Empire in the sphere of national economy, as well as mass psychology and culture. The agrarian question in the late 19th — early 20th centuries turned into a key problem of the Russian Empire. To a huge extent, it was due to the neo-serfdom views of a large part of the Russian elites. The consequences of the conservation of the communal regime, one of the results of which was the crisis of agrarian overpopulation primarily in the northern chernozem provinces between the Dnieper and the Volga, were fully manifested during the agrarian pogroms of 1905. Only these upheavals forced the authority to finally take the path of all civilized humanity. P. A. Stolypin believed that it was impossible to solve the agrarian question completely, but it could only be solved — by a number of separate measures aimed at providing the peasants with civil rights and legal options for their implementation, thanks to which the peasants received a number of new, unknown to them opportunities to change their lives for the better — with the government’s active assistance. And this strategy proved to be effective.
