Summary | The article is devoted to the study of the circumstances of the drafting and editing the protocol of construction experts of the CMEA member countries dated September 22, 1964. The study, conducted mainly on the basis of the RSAE materials, made it possible to establish the general chronology of the organization, fild work and editing of the protocol by the expert group in 1964-1965. The author identifies the main features of the process of drafting and the content of the protocol of September 22, 1964 in comparison with the 1963 reports of similar expert groups on agriculture and geology, and at the same time, determines the exclusively methodological focus of the document under consideration, which did not affect the solution of the main problem of Mongolia’s construction industry at that time, i.e. the shortage of labor. Another feature of the protocol is the fact of its editing, as a result of which 11 provisions were removed from its text under the pretext of non-interference in the internal affairs of Mongolia. It is suggested that the reasons for the revision lie in the logic of the development of the Council for Mutual Economic Assistance and can be explained as “internal self-regulation”. In addition, it is indicated that the process of recalling and revising the protocol of September 22, 1964 can also be viewed from the standpoint of S. Godard’s concept of “the confl between the international and the national in the CMEA”. | ||
